Update:
There might still be a few graphics glitches even after 1.132 ... Try starting a new game. When you complete the initial conversation with the merchant and arrive on the map, is your character invisible?
In my experience, the answer is yes. I have also seen invisible textures and water not being rendered (instead there is only sky in the water).
Commenting out the buffer_size lines again, seems to fix these issues.
On the bug forum the issue has also already been reported:

The graphics issues are (mostly?) fixed in Patch 1.132.
Good to see that TW fixed it relatively quickly!
Thanks to all participants for helping out with voting and for increasing awareness of the graphics issues!

Best current fix (for some people): So far the best temporary fix is to comment away all buffer_size lines.
The game_variables.txt file can be found in your module's name (e.g. Native) and is located in the Module folder where you installed Warband.
Example:
C:\Program Files (x86)\Mount&Blade Warband\Modules\Native
Before you modify game_variables.txt, make a copy of it so you have a backup, in case you make a mistake and you want to go back to the original.
To deactivate the lines put a # in front of them:
The reason for commenting them away is that if they are not there, then the game engine uses its own hard coded default values, and those values seem to work better.
(I have tested this for 9+ hours and I have not experienced any performance drops or graphics issues.)
Possible side effects (as per user feedback):
You may receive RGL Errors. If you do have them, try first to scale back on Corpses and Rag Dolls. Use 0 Corpses and 0 Rag Dolls for best results (- in addition, set the graphics texture quality to 88% as a final last resort, if you still get RGL errors). Also, if you are using a battlesizer, don't use it. And have your total field troops on the battle size slider to no more than its normal maximum of 150.
Also, If you have removed your System Page File, put it back to 1.5*Installed RAM (If you have more than 4GB RAM, you still need some size on the Page File, but not necessarily 6GB or more. Less would be ok). Or just let Windows handle page file allocation.
Page files are stored on your boot disk per default, so if you have a small sized boot disk (Solid State Drive), then you may wish to use your internal data drive (HDD) to house the Page File.

I'd like to see how common the graphics issue is among ATI users.
Please cast a vote and hopefully the developers will take note and investigate these issues.
Thank you.

10.9 did not change the issues that started for me with the 10.7 drivers and Warband 1.131.
