The elected ruler is subject to the council of lords. The chosen monarchy may come under pressure from the people. An elected ruler can also usurp power in a kingdom if he has sufficient control over power in all branches of government (federal officials). A dualistic monarchy is a monarchy in which a grand council passes laws, not just appoints heirs. Add a strip to the passage of the law where you can see how strongly the people support the law.
