Heavy and light cav hp is all right currently. The problem is that it's still too hard to deal damage to armoured horse if you don't have cav breaker perk, because most of your hits still glance on hit or deal 15-20 damage with one-handed weapons. Two-handed weapons on the other hand melt everything they touch.
If you hit it while standing, hit the horse while it's in a gallop and you will take out a good chunk of it's health. Overhead swings work amazingly well.

Otherwise however, light cav, if it is in motion, dies in 1-2 hits
Heavy armoured horses aren't much better
What they should focus on more is the fact that there are wildly super fast 2 handers meanwhile a lot of the cavalry 1 handers swing at not even half the speed. Its not even the class proficiency or the armour that's slowing it down, its the weapon.
