Is the fading, struggling Empire looking for an extra challenge or something?
Is fighting one worthy enemy just not enough?
This generally couples with the AI not understanding what defeat in detail is. They dont do in battle, they dont do it on the campaign map and they dont do it in diplomacy.
Kingdoms should not willingly make things harder for themselves, its just ridiculous. Particularly kings and emperors who are supposed to be battle hardened war strategists.
If this is to prevent snowballing make it so that multiple neutral kingdoms declare war on the powerful faction, not the powerful faction just doing it for ****s and giggles.
AI should not be declaring war on more than one enemy at a time, or at least when they are already putting alot into fighting one as it is.
