I would first change the "find match" button at the home screen. It's probably the first thing that new players try out and should not lead to skirmish at any cost, as this is probably the gamemode most competitively fought in.

Agreed. New players need to be funneled into the TDM/Siege grinder, where anyone can blunder into a few kills in the chaos of a group fight, and sweaty skirmishers aren't instantly vote-kicking newbs.
