SP - Player, NPCs & Troops Please allocate armor values systematically

In 1.5.10, these are the armor values for 3 different boots (Suede listed price is for selling, the rest are buying):

These boots are all tier 4. From the description, use and visuals, one would expect Lamellar Plate Boots to offer the most protection especially since it's the heaviest. Yet it offers the least protection.

On the flip side, a boot that's meant for civilian use...weights less than 1/3 of the Plate boots and offers more protection! Why would anyone use Plate boots.

It's not too difficult to establish a system that'll give consistent and common sense values. The system might consist of the following values:

1. Tier Base value
2. Material modifier, e.g. Plate gives 75% more protection whereas cloth only gives 0%.
3. Status modifier, e.g. Refined gives 50% more protection whereas torn gives -25%.

So the value of Armor = Base Value * Material Modifier * Status Modifier.

With this established, all you would need to do is tweak the base values and modifiers and everything from boots to gloves to chest will be modified and they will be modified in a consistent fashion unlike now.

Now we have the above which contrasts quite a bit from gloves. Lamellar Plate gloves are better than cloth or decorated plate gloves.
