Player's AI troops getting stuck during defensive sieges

I noticed that my archers start getting stuck as the siege progresses. They'd form a mothball around each other and not shoot or attack until someone melees them. And when that happens, all of them go to melee mode and would still not shoot despite having a fair bit of distance.

This makes some of the defensive sieges nigh unwinnable because the enemy already have 5+ battle advantage and the player also takes a handicap on losing half of his troops to inactivity.

At the very least, AI for player's defensive sieges should be the same as that of the enemy AI where  the archers actually neatly line up against the parapet and shoot death down below.

How to fix this?
