Resolved Personal Culture penalty is back

I originally made a post where the personal culture penalty applied to a fief was removed and was told that was intended. So now the culture penalty/bonus is back again even though there was nothing patch notes again

From a personal standpoint, I don't mind a culture penalty, especially based on the era this represents. However, I feel a penalty of -1 should be considered reasonable. -3 pretty much means you need a companion or party member there of the same culture even when you've built all the public works projects, you have good security, and there's been peace and tranquility in the area for years.

i would have been fine with the -3 IF with overtime if you own that settlement long enough the penalty starts to lower to -1 or even 0 (i think it makes sense).

I've been informed that the negative penalty for being from another cultere is intended. Positive bonus is just for governors.
