Summary: Since about over a year ago, I started having significant stutter issues in multiplayer (I haven't tried Singleplayer). Prior to that, I was able to run high settings and have no FPS drop. I've had to downgrade to low settings since then, which hasn't solved the stuttering, or even decreased it. It is only fixed by lowering the game resolution below my desktop resolution to anything below 1920x1080. The same issue has been reported on the forums multiple times over the years, with similiar "fixes" (lowering resolution).
I saw a suggested fix somewhere that you can fix stuttering by manually setting your resolution to your actual monitor resolution (like 1920x1080), instead of having it as "Desktop Resolution". However, this is not possible, as the resolution switches automatically back to "Desktop Resolution". This would indicate some kind of problem with the default "Desktop Resolution" setting, causing stuttering for many people.
For example; if your desktop resolution is 1920x1080, you would see better performance if you manually set ingame resolution to 1920x1080, instead of "Desktop Resolution". But currently this setting will automatically switch to "Desktop Resolution" whenever you exit the Menu.
How to Reproduce: If your screen resolution is 1920x1080, set your ingame resolution to 1920x1080 -> Exit Menu -> Look at your resolution settings again (it will have reverted to "Desktop Resolution".
