Resolved [Perks] wrong setting in two handed skill

There is a perk in Two Handed skills called Reduced Wage, described as Garrison wages reduced by 5%.

But instead of reduce, it actually increased 0.05% of garrison's wage. I checked game codes with DNSPY, the number is 0.05f, it should be－5f to fit the description.
