It's almost impossible, even for a trained knight, to win against a mob of enemies if they can do damage. Given the way peasants multiply (you can always recruit 20+ per day with good relations), the Noldor peasant would overwhelm Pendor like a hostile weed in very little time. It's a good thing that there are so many wars and constant killing and looting of regular peasants, otherwise they would conquer Pendor for sure.
Perhaps PoP 4.0 could deal with the aftermath of the One conquering Pendor. He quickly realizes that without population control, the peasant hordes are multiplying and becoming a serious threat like no other he's ever faced. What can he do to stop the insidious spread of the peasant menace? Or is Pendor doomed forever?
