Resolved peace treaty does not remove criminal rating

Summary: When warring with a kingdom that you started by raiding their villagers it gives you a criminal rating. if you make peace with the kingdom they will declare war the next day due to the criminal rating. I have come to this conclusion since when i tried to make peace with vlandia they would declare war next day until i went to one of their town and made peace their, after which i went into the town and payed a fine. After paying the fine my criminal rating was 30 and vlandia did not declare war anymore
How to Reproduce: Start a war by attacking and looting villagers and then try and make peace
Have you used cheats and if so which: none
