I know this question has been brought up many times, and in itself should be in the 'quick questions, quick answers' thread.
But I would like to make this thread into a detailed and in-depth guide on the various tactics and methods to starting a war, along with any and all effects.
The situations: A. You are the leader of your own kingdom, and you at peace. You want to go to war.
B. You are a Vassal of a kingdom, and you are at peace. You want to go to war.
Please state whether your post/link is for leaders, vassals, or both.
I will compile the information into this post, so that we might have all of this information in one read!

Go and ask caravans to pay "toll" until the relationship goes to -1 or -2. Start massacring (Downsides??)
Well starting the war the normal way only gives -2 relations with most of your lords and you can quickly get that back through battles.
One thing I do is after a war is started, is destroy the faction and lock up as army lords as I can as there is no point in dragging out your conquest of Pendor
I think the easiest way to start the war as a king/queen with no honor and relation penalty is to join any battle against a lord of the faction you want to quarrel with. An easy -4 relation and a hefty chance to get even more if you capture the lord. (downsides??)
It's not always easy to find the fight where you can join against a lord of the faction desired, but if you have several minor factions with not-too-negative (higher that -40 I think) relations, you can use them.

Basically just wait, either you're low enough you rather grind on vanskerries, or high enough you can start getting the lords to help you farm qualis gems.
I'm normally busy doing stuff and just go along with what my faction does but I almost always join Sarleon as they give the best opportunity for war against all factions
