SP - Player, NPCs & Troops Patrols sent out by towns should be mainly/only mounted units

1. It fits the theme of them being a patrol.

2. It would make them more effective at running down and clearing out bandits, which are way too numerous after the first year or so of gameplay.

Towns that are 'too poor' to support their own higher tier cavalry can fill in with mercenary scouts/horsemen.

Patrols should all be mounted and just low tier cavalry. They should just be good to fight bands of looters and bandit parties. And paying more should just increase the quantity of the patrol not so much the quality. They should also be command-able to follow you or also paid again to join your party completely.
