And I considered 1.1 and 1.2 (and 1.3 - as no idea of its contents) as elements that should've been in prior to that "official" release. As many of what they address were concerns, missing features, and issues players had pointed out during the lengthy early access; that they themselves acknowledged ('working on it') before that official release.
They weren't features or elements only acknowledged (or "came into existence") post-release that they added and delivered upon. That's the difference. If this game, as it currently is, was kept in beta or early-access, no issues; even with how abject the communication/pace is.
If it's not a complete game, I shouldn't expect a complete state. However, they sold a complete game, I don't yet have a complete state (and apparently those via Epic can't either currently).
If it was all 'extra' content post-official/post-complete, I'd assume it an easy PR move to say they will add things and give some sort of rough draft/blog. They've been mum about everything, no more DLCs, etc....
They are being so damn secretive with this 1.3 patch which will amount to naught -- because they know it highlights how many elements were vastly underdeveloped when they released the game. They're going silent and probably still trying to pull some No Man's Sky move, but without the 'put heads down and get to work' part.
