I recently discovered that it's possible to access the party screen while engaged with an enemy party and preparing to attack (that is, immediately prior to entering the battle map), if you're in an army including a companion leading a party. In this case, talking to the companion and asking to inspect troops takes you to the party screen. However, in any other circumstances, whenever you're engaged with an enemy party on the campaign map, the party screen is inaccessible by any means.
