Particle Effects at a Distance in MP

It appears that, though in single player particle effects appear at a distance, they only appear up close in Multiplayer.
Is there any way to change this?

I have tried using a variety of particle effects and tags to no avail, including psf_always_emit, prt_mesh_smoke_1, prtcl_dust_a, and even prt_mesh_fire_1 and prt_mesh_fire_2. Yet, some maps have smoke effects (IE, camp fires) which appear from any distance. What is the difference here?
 
Well, I even copied and pasted the horse-hoof dust effect, which appears at any distance when a horse is galloping... and yet, this effect still does not appear at a distance when emitted from a weapon/item.
 
Maybe wanna check how the horse-hoof is emitted?
There might be a flag somewhere that determins if it's a longe-range object or not.
