Partial Army loading into battle

So I'm attempting to battle an army which I know has a composition of 50% rabble. Whereas mine's pretty much all trained. I'm hoping that with proper troop deployment/movement... archery timing... etc. I'll be able to overcome this challenge. I have 258 troops compared to their 1,000+.

To make matters worse, when I load in... I get an extremely low amount of troops to where I'm even more disadvantaged. Is this a scaling thing? Why aren't all my troops loading into battle. The unit composition is very specific and plays into my battle strategy. This is what I get instead:

Is their side also scaled? I think this is a... unnecessary function. Unless someone can explain it's purpose. Any insight would be greatly appreciated.
 
sounds about right

258 +1002 =1260
1260*0.396=~500 men (the default scaling cap)

258*0.396=102.1 men for your team.

63+34+5 =102 - your troops (scaled down proportionally to fit 500)
500-102=398 - their troops (scaled down proportionally to fit 500)
