SP - General own kingdoms bug

Hi, I'm playing on the latest version and I can't create my own kingdom all the requirements for the quests have been done and nothing is happening with Istiana and Arzagos I don't have any new dialogue options available and in the clan tab there is also no create a kingdom I took over the city I have level 4 of the clan over 100 people independent clan and nothing i can do all the requirements met

You have to talk to a govenor for the create kingdom dialogue, Not sure how new that change is but I've seen alot of posts about it.

For sure they really need to add it both to the random hints or just as a popup type of notification when you have all the qualifications or something.
