Other Effects of Changing Income?

I've been working on a little mod that messes with the amount of income from fiefs, but I read somewhere that the amount of money from fiefs also effects how many troops non-player lords, castles, and towns have. Is this true, and if so where in the code is this determined? Also does the money have any other effects on the AI controlled units, and towns? Finally I see tax efficiency in the code but I don't really understand what it's doing, can someone help me with a little explanation? Thanks for taking the time to help this new moder.
 
Basically, tax inefficiency is a penalty for players, when they have a lot of fiefs, that gets worse the more fiefs you hold.

Lords do not really interact with the economy except in the most primitive sense; it costs them a little bit of money every time they recruit (nothing like what it costs players) and they're given some money every time weekly taxes are collected (but they start with enough that they're not likely to run out).

So feel free to give yourself better income, it won't really change much, other than the money you earn.
