Resolved Option to barter with lords in overworld is missing

Summary: when I trade with the other lords in the overlord map (including those in my own clan or in hostile clans) the chat option that should say "I have a proposal that could benefit us both" is missing. I've noticed it works when lords are in the keeps of towns but not in the over world.
How to Reproduce: not sure
