Closed Only one unit type in prison break

Summary: In prison break attempts only one type of soldier appears in the jail for one given instance
How ir happened: Town is Varcheg, owned by Battanians. I am a mercenary for the Aserai, at war with Battania, the Battanians are also at war with Sturgia. The jail holds two prisoners, both Sturgians on my dozens of attempts at freeing one of them, each instance contained only one type of unit, ex only fians or only trained archers. The unit type could differ between different tries. Each attempt was done from the same save.
This is the first time I encounter this issue, after several jail breaks in other towns.
Have you used cheats and if so which: Vanilla game, no cheat used

If it never changed then it would be a bug but I've had this on console where all the guards were high tier noble troops for a clan leader or ruler.
