One handed/Two handed swords

I've been wondering when tweaking stats of items how the "one handed/two handed" swords work and I have the following questions:

- Does the stats get lowered when the weapon is used one handed?

- Which stats and by how much?

- What about when the weapon is used from horseback?

- If added special traits such as "crush through", "unbalanced" ot "bonus against shields", does it work for both one handed and two handed use?
 
Thanks, though I would like some more input since you both said different things. Is there a definite answer on this? 35% or 15%?

It would also be interesting to know what the "penalty with shield" attribute does.

I want an option to change the value. Perhaps some flag ? Would be nice to have weapon that have similar speed stats in 1h and 2h mode (some kind of longsword, 98 in 2h and 94 in 1h - 5%, damage like 33 for 2h and 28 for 1h - 15%).

Flag can be called 'Balanced' for example (and should replace current flag for short spears, no penalty is too much).
 
You could do a weapon that switch modes with X and give the 1 handed weapon different values from the 2 handed one.
Just use the the ''civilian/next item as melee'' flag and make both item follow each other in the list.
