In Progress one clan keeps getting voted for all new fiefs in an area then defect later

Summary: i'm a vassal of the southern empire. i'm trying to take over Vlandia but one clan keeps getting voted to get all the new fiefs in new territory then they eventually defect and take the fiefs with them. this happened at least 5 times.

details:
i'm in the campaign mode and a vassal after a ~30 year campaign. i've never played campaign mode this long or even did the main quest before. so it might be an issue related to the main quest or because i'm a vassal.
i've never faced this issue in longer modded sandbox saves but kings died quickly in all my previous playthroughs and i always became the new king.
one clan keeps getting voted by a massive margin and gets all the new fiefs then it defects. i can't vote to kick the clan or vote to have their fiefs taken away. some start out hating Rhagaea but some don't her at all. the fiefs they end up owning before defecting is double the amount the ruler clan has or even more.

those are the clans that defected:
- Vetranis (defected before the first save file)
- Prienicos (doesn't hate Rhagaea and defected before the first save file)
- Impestores (they even became the kings of Vlandia)
- Fen Eingal (still doesn't hate Rhagaea)
- Polmarc's clan
- Hongeros (starts out not hating Rhagaea then hates her after defectioin)
other calns that defected but i can't remember the exact details:
- Chonis
- Palladios
- Banu Qaraz

side note: the "long live the empire" Imperial victory achievement is awarded after destroying one barbarian faction instead of all 3

How to Reproduce: play the first save file just before completing the destroy 3 barbarians faction quest and start taking Vlandian territory. or play the other save and start taking Vlandian territory.

maybe the defection is related to clans "getting isolated"?
Vlandia owns their native lands and native Battanian tterritory.
i've been trying to take over native Vlandian territories all this time but when i took the Vlandian fiefs in the native Battanian territory first, no defections occured so far. Vlandia only has a Ostican in their native territory now.
but what causes a single clan to be voted to have so many fiefs in an area?

Ive had the issue with clans getting voted for new fife's many times on console. It seems to happen more frequently for me when i start a kingdom of my own by conquering a city that rebelled against their lord.

Whenever i found a kingdom this way, i get locked out of being able to claim any more fifes for myself.

Also had this issue on console. Every fief would go to one clan until they had the almost double the king. They had friends voting for them with influence but even on close votes the king would favour them. I had two towns and a castle but wasn't even considered in the votes for fiefs my clan armies took unaided. The favoured clan defected with 6 towns and i abandoned the Sturgians!
Later it began to happen again with another clan in Battania, I would force votes on laws i knew they wouldn't repeal to drain their influence. This kind of backfired in the long run but the clan stopped getting every fief.

In the end i found recruiting new clans regularly was they only way to avoid this favouritism issue.
