I think that shield size should matter. As it is now, the shield is the almighty force field that won't let you be bit by an arrow as long as it is shot somewhat against your "front".
I think that the size of the shield should determine the chance of being saved by the shield. This in combination with the skill should be calculated to see if you are being hit or not. I'd combine this with a system with armour value and hitpoints for the shields. For close combat that is, because I don't think that an arrow ever would break a shield. It can (maybe) go through though.
For example:
A small round shield would give you a base protection of 25% against arrows, with an increase of 10% per skill level
A large "knights shield" would have a higher base value, like 45% or something.
And to the hit points:
A wooden round shield is very strong, but it can quite easy get damaged so it should have a low armour value and a great amount of hit points.
A "metal shield" (I know it's not just metal) on the other hand should have high armour value and a somewhat lower amount of hit points.
A small "hand shield", I don't know what they are called in english should be very effective against smaller to mid-size swords, but it should break almost at once if you used it to protect yourself against a two thanded sword or an axe.
