in the first place shields are ment to be a protection against arrows. but they aren't.
my recent character is an archer and i find killing rhodoks with board shields much easier than killing nords with two-handers. naturally because nords have more HP and better armour AND because rhodoks do not use their shields properly. they start raising shields against my arrows only when they're like on a javelin toss distance from me. needless to say that before that time i turn into pin-cushion like a dozen of them. with 20 vaegir archers on a plain terrain none of them survives even to come that close as to start raising a shield.
something has to be done about this. i agree that warriors with small shields would do better just to run towards enemy archers because their shields grant poor protection against arrows. but guys with board shields must make the best of them.
