It's a board of ten state governors nominated by the council of governors and appointed by the sitting president at each term, consisting of no more than five members from a given political party, in order to advise the secretary of defense on the organization and use of the national guard, primarily to facilitate greater disaster relief effectiveness.

So in short, no. It has no actual power other than being an advisory board and the president has no great power in choosing who gets to be on it.

Other than that it's just the usual 'report status' order to government agencies.
