No actually, I was rather confused by that as well. The steam group settings are most definitely on Public. I don't think you'll see the same issue if you try to join from Steam rather than the Steam website.

It's because when you click the link. You go to the steamwebsite. There are no problems if you go to the steam group via your steam.
