Not able to arrange marriages for the next generation

I have an issue that I am not sure if it is a bug or if I am doing something wrong. My character is well into his 50s and I have 9 family members in the next generation (children, nieces, and nephews). The family members have started to come of age, but it seems I am not able to arrange marriages for them. They are able to marry as I can accept proposals for them. However, when I talk to clan heads that have marriage partners available there is no dialog option for making an alliance through marriage. I was able to get my brother married this way decades ago, but it's not working for my sons. To try out, I also experimented with retirement and letting my son play on. My son, who was unmarried when he took over, was able to get the flirt script with eligible women when he interacted with them.

Is this a bug, or am I missing something? These clan leaders have near 100 relation with me and we are in the same faction (although I assume that doesn't matter). I am the king, although I assume that also doesn't matter.

If the marriage-able members happen to be a prisoner the arrangement dialogue won't appear, it' could be a bug too.

I think I figured it out. Whether or not it is a bug is debatable, I guess. My main character was leading an army without any other parties in it. I had removed the other parties from the army, but never disbanded it. Once I disbanded the army, I was able to get the marriage dialog with other clan leaders. Oddly, this is true even when I talk to other clan leaders that are themselves in an army. I just can't be leading an army myself.

That's interesting, might be a new change. Can't say when they last time I tried to arrange while leading an army was.
