Normal castles and fortified manors

I can build a castle when i have a village.And i can fortify
a regional manor,f.e salt trader.
I read in the forum that you can do this once,i mean fortify
regional manor.
Does that apply to -normal castles next by villages-
the ones with the local idiot?
The reason i'm asking is because in my last game i played
as a vassal of scotland.Then i went on crusades.
And the crusader king gave me a village.That village the one
that john of ibelin gave me couldn't be made a castle.I mean
normal castle.

yes only one of each - castle and manor
