Non-partisan mounted troops?

So far, seems like peasants/ronin can't become mounted troops.
In order to avoid morale penalties, will I have to go far afield to secure my horsemen?
Or is there a non-partisan mounted troop hiding out there?

Hire Samurai from the castles and towns. They can become cavalry after a few upgrades.

I don't think there's a non-partisan cavalry unless one of the forts have them because afaik the Ronin horsemen from the last few versions were taken out.

Samurai can become horsemen villagers cant just go to a castle/town and recruit Ji-Samurai and after maybe 2 upgrades they can become horsemen
