Only way is help them out in battle when their fighting other enemies, it's a tedious task, but the payoff is well worth it towards the end.. I would also recommend going with a small force when helping them, since honestly the Noldor will do most of the work for you, but the moment your done with the battle, if you still have negative relations with them, they will turn around and fight you after!, so with that small party that can run away quickly, after the battle is over, and they won't catch you.
A little known way to massively increase your standings is to find them as prisoners in castles or towns. Once you have captured the town, you can release them individually by speaking to them in the same way you speak to a captured lord. This will increase you standing and honor by 1 for every noldor you release this way.
After fleeing from an Empire war party with my 100 cavalry (They had 300+) I ran into the woods where the Noldor spawn. I encountered 58 and barely scraped through, but I got loads of prisoners because me and all my party members have a Heavy Maul. I freed them all and got really high relations with them. It was only day 57 as well.

I helped noldor (i had -16 at that time) vs sarleons wich i had 4, so you can help them no matter what i think, im loyal to raven..(something),in the end i won 4 with the noldor and lost 4 with sarleons, good trade imho, also i help them vs any kingdom since i go to one of their lords and buy peace for only 250-650, wich is fair trade for 4 relations

My latest game I got my Noldor out of negative during peacetime as a Sarleon vassal. I found a 70+ noldor patrol and kited him back into Sarleon, the Sarleon lords are usually stupid enough to attack them, I jump in, help the Noldor, big enough battles is a +/- 4 relation so I took a slight hit to Sarleon but quickly got Noldor to not wanting to destroy me

There are two ways I usually up my Noldor relations.
1a) Hold a castle/town nearby the woods infested by the Noldor while being a vassal of the Empire.
1b) Hold a feast.
1c) Lords flock to my castle, usually storing Noldor soldiers into my prison
1d) I go down to my prison and tell them to gtfo.
or
2a) Run into a Noldor patrol
2b) Autocalc, never engage them in battle
2c) 20-30 prisoners per patrol.

...Or become marshall of any faction except your own and order your lords to patrol around Laria woods then order your lords with captive noldors to go to any of your keeps. I got 100+ relations with noldors this way from -12 in less then 50 days. Actually this depends on numbers of noldor patrols - since if there are no noldors - your lords won't be able to hunt them.

Here is the problem, I am the King, the Man with the Plan, the only king left of a major faction. My crew is attacking noldor patrols and I do not know if this is causeing problems with my relationship. I have 2 minor factions left, I killed off the snakes in an attempt to make them more mad at me than noldor so i can engage in a fight and save the noldor patrol. I will try to do the same with the other minor factions than KILL EM ALL.

Related: Does having higher relations with Noldor improve the *other* Noldor shop? That is, if I want some Noldor armor and stuff, will I need to cough up a gem + a ton of cash, or will I be able to just improve my relations, and he'll stock better stuff?
relations don't have any impact on a merchant's available goods, only the price.
Do Noldor armors and items >10k ever show up on Calanon, other than spirit horses? Like any of the high end Noldor armors.

Yesterday i bought a "Noldor Noble Armor" (not Cracked, batterd, hardned - just plain normal) with summed up ~84 defence. Its the best i have seen in this shop for now.
