No war despite raiding caravan?

Hi folks,

I got the "raid caravan" quest from that good old Jarl Gundur, which I gladly completed in the hope of kicking some Khergit bottom. Problem is: although I'm personally at war with them, they won't declare war on my faction, which is a kind of uncomfortable situation. Since I was getting impatient, after the quest, I kept raiding khergit caravans, 3, 4, then 5 of them, but still no war.

Is this normal or is it a bug? How can I get those cowards to start a proper war with us?

Edit: I ended up raiding about 10-15 caravans and taking a castle from them, my king was upset but we got no war declaration in 100-150 days time. My conclusion is that this quest simply does not need to result in a war. It's no more than a kind of simple provocation.

Are you a vassal or mercenary of your chosen faction? Additionally, in my experience it usually takes some time for the kings to actually declare war, could be up to an in-game week or so iirc.

I'm a vassal of Nords.
As a matter of fact it's been a while already, more than an in-game week for sure, but yeah, I hope I'm just being too impatient. I started to worry because in my memories, in the original Mount&Blade, they declared war really quickly just after 2 raided caravans. I was afraid that the required amount of raided caravans may have been increased in Warband or so...
