In Progress No Relationship Gain Rewarded from Nobles After Smithing Order Completed

Summary: Smithing level 200 with the level 100 perk "Experienced Smith" unlocked. Successful orders completed by the player character are not rewarding the relationship gain.
How to Reproduce: Player character crafted a weapon in Rhotea for a noble from the West Empire successfully > no notification or relationship was rewarded. Saved/exited to desktop > Moved to another city in the Southern Empire > Player character completed an order successfully for another lord > No relationship gained.

Isn't this intended? Perk description says 'notables'. And lords are not notables, so the perk wouldn't work for them.
