In Progress No new Wanderer companions spawning

I've tried upgraded save and fresh 1.8.1 save and new wanderers aren't spawning. On the fresh save there were 34 wanderers, I took 6 and dismissed them and advanced the game 400 days and there was still 34 including the 6 I dismissed so new ones aren't spawning. Just start a game and count how many there are and advance the game and see no new ones are there

Same in my current campaign. And the ones there is, is nearing their 50's...
