No factions?

Hello Settlers !
I am a newbie and have tried Custom Settlements (and OSP 1.11 Add on and at least 0.67+13)
the first time - but i am confused...
if i look at the Q/factions - there is nobody (No Swadians, Nords and so on...)

and if i than take a settlement, and go again in Q/factions

1. there is only one faction - me.
2. if i look at Q/persons there are many many persons, but after taking a settlement, they are ALL
    "Vasalls of Leona (me)"

Is this ok? Or is there something very wrong with my installation??
Please be kindly and give me a little help

Currently the notes aren't proper, so don't go by them.

But as for Factions, they will appear over time.  One will appear in a month or so in Custow.  More will appear as other settlements become Castle Towns.
