New proficiencies

Create the items as firearms, enable the firearm proficiency and it will work. That should be good for one new weapon proficiency.

I haven't seen any ways to create any more than enabling and changing that one though.
 
You can't make new weapon proficiencies, nor do you have much control over how proficiencies or various weapon bonuses / mechanics work, other than a few things in module.ini.  They're all engine-side.
