i have established my own kingdom,.. and when i get to other lords with wich i have realitons 17+ and i have persuations skill 5, there is no option that i can talk them to join me ... how can i do that? please help

Ask your questions in the appropriate thread. Like the Quick question/ quick answer one. Even though that questions probably been answered in this thread here already... You could could also use the search function. Anyways there is no sure way to get them to join you besides taking them prisoner and them saying they would like to join your kingdom. Just talking to them  will only give you the option to talk to them privately and those chances are quite low.

You misunderstand. Relations at 17 is the benchmark. It does not guarantee them joining you. Other factors affecting their choice includes relations with their current liege, number of fiefs left etc.

Relationship needed for lord to want to join = 15 + campaign difficulty modifier (5 for medium and 10 for hard) - player persuasion skill + lord type (10 if duke and 0 otherwise) + number of castles for the lord's faction + (2 * number of towns for the lord's faction) - min(number of Pendor castles,5) - min(number of Pendor Towns,3)

how do i change my culture to pendor, because my high stewards keeps getting me ravenstern and dshar recruits :/

Also, the player can change culture in PoP 3.5 (any amount of times, but it requires 300k gold in order to get the option and it has some minor consequences).

And use the search function. I found this in the second result.
