The biggest thing that could bring players back in my opinion is actual content. The balance changes are extremely necessary but after testing out the changes there's no reason to stick around as all the content is kind of old and stale now. I think we are overdue some new maps, especially for the custom server modes such as Siege and TDM (ideally with a fixed spawn system.)
I'd honestly be happy with even some plains or forest or some sort of simple map like that for TDM, and once again retrofitting the skirmish maps for TDM could work wonders as well. Pretty much this game needs new stuff or no amount of balance fixes will rejuvenate it.
