Nerf Vlandia

Vlandia needs some serious rebalance in captain mode.
Specially the peasant troops.
Even if they die easily, if 3 guys pick peasants, that`s already 78 units.
Most troop types will give at most 20 and in the least 8.

The sheer amount is ridiculous.

you can just shoot them, probably even shock inf can take them down easily (the city map is the only map where they are playable)
