Skirmishers are supposed to be powerful. Historically, armies with the skirmishing advantage often were able to control the battlefield, and cavalry became so important because of this.
Screen your infantry forces with skirmishers, flank with cavalry, push forward in a shield wall. It's tried and true. Otherwise, you can look to have the skirmisher advantage to force your opponent to press forward, allowing for a small infantry force to pin them and outflank with cavalry.
