Probably for the best, at least for the first 3 months of the season when rosters are open to substitutions. This shifts responsibility onto team captains, though, which is acceptable to a point. I'll allow teams to consider their substitutions complete as as soon as I've been sent notification. That still allows me to check the time I was notified against any claims of rule violations.
The two substitutions so far will still have the posted time constraints, to avoid confusion. The waiting period should be nearly over for Spaniard, and it's already over for lust.
In the final month of the ladder, though, all substitutions will have to be approved. This is in the rules. They are not considered valid substitutions until a ladder admin has responded with verification and added them to the team personally.
I'd also like all ladder admins to forward me any notifications of substitutions, match screenshots, etc. so I can keep accurate records. Dispute resolution does not need to be forwarded to me, though I'd like it if you did.

I also totally forgot to write in the match size. So far I don't think it's been an issue, but it's being written in now.
II. Team Size & Player Substitutions
Teams are allowed to field 6 players in a match. Teams may only substitute players during matches between maps or with consent from the opposing team's captain or if a player unexpectedly loses connection/crashes and is unable to rejoin promptly. Rounds are generally not discarded if only a single player loses connection, though multiple drops may warrant discarding of the round. Dead players that drop cannot be used to discard a round.
If you'll notice, I added a bit about discarding rounds. It's my opinion that if a team unexpectedly loses a single player, the outcome of the round will not change drastically. 5v6 is acceptable if it must be done. If multiple players drop, then the difference is considered significant and the round may be discarded until substitutes are found or the dropped players return. This came to my attention during the LES vs. BkS match last night as an LES player unexpectedly dropped.
It is implied that you will find a substitute for your missing player as soon as possible. 5v6s are only acceptable if they are unavoidable for the round. You cannot play an entire match 5v6.
