it is logical to pick NA players first in a NA tourney.

it's logical to build the best team possible, regardless of the region of your players. there is a problem when some NA players underestimate some EU players (if anyone remembers Yalen Yankees in an old draft league when Arys ended up with an OP team because he got a bunch of strong EU players for free cause the other captains didn't know who they were/thought they were bad), but people getting their friends into their teams isn't a huge problem; draft and scramble tourneys aren't meant to be clan-league level serious, so a lot of people just like to have some fun with it.
