1. I go to that guy on TS at that channel and ask for one? Does he charge me?
2. Where can I find other regiment leaders to do battle with?
3. How do I know if a regiment name is taken? Is there an index or something of available names?

Charge you what? Money? If that's what you mean, linebattles are free to play. You can find other leaders on the Napoleonic Regiment Leaders steam group set up by Diplex. Here is the link to the steam group. And if you want to know if a regiment name is taken, you can use the search function in the top right of the forums and check the regiment list as well. Here is the regiment list.

They're allowed of course but they're not always favoured. If bonuses are off then having them is only really for looks or balancing issues. If bonuses are on then they provided boosts. Having musicians and flags are allowed but most people prefer extra firepower as opposed to music and cloth.

I think you can get a ts3 server for free. Without a license you can have a maximum of 32 clients, with a non-profit license you can get up to 512. I found this video on youtube*, that's where I'm getting this from. I have no idea how you do the port forwarding and crap. And you have to make sure the server application is running on your computer in order for the server to be up.

Just stating an option. As far as the 22nd one goes, when I look at it, the channels seem cluttered. However, that's just my thought, and if you can't afford to keep your computer on all the time then that's certainly the best option.

I believe the 22nd teamspeak is alphabetically and numerically ordered (regarding regiment numbers and armies). Some other regiments/gaming communities offer channels, or alternatively you could rent a server for a fee from someone.
