my elder scrolls mod

so i am going to make a elder scrolls mod i just don't know where and when to start it. so i need YOUR help on what province, what era, what event and even help me decide to make my own event (5th era) all that
also it would be a big help if anyone can find me some good mod tools that work for warband

I don't know enough about TES or mod tools, but I do advise that instead of making a triple post, you just edit the first one. Looks better and more concise, and falls within the rules of the forum.
