Need More Info Movement stats when in an army.

Summary: I created an army and have been suffering from movement penalties that I don't understand and which do not make any sense. I have two screen shots below. The first screen shot shows my inventory. You can see that I am well within my cargo limit "12648/31837". The second screen shot shows my movement stats. I have a -0.06 penalty for cargo within capacity. That makes sense to me. But then I also have an overburdened penalty of -.57. My assumption is that it has something to do maybe with the parties in my army. But it makes no sense because I have almost 20000 cargo left. If they are overburdened, my cargo capacity should make up for that. I say that, because if I add more horses to my party those other party members' foot troops get to use my horses. They can use my horses, but not my cargo capacity? It makes no sense that I have both an overburdened penalty (a huge one) and a cargo within capacity penalty. There may be something simple I'm missing here. Please let me know what I can do. But if what I'm seeing is the way the game is made, that makes no sense and it's kind of making the experience more frustrating than fun. The only penalty I should have related to cargo capacity is the "cargo within capacity". Plain and simple. I am within capacity. If I'm not in capacity because of my companion parties, that should be indicated in the head's up display. It is not. Therefore it appears the movement calculations while leading an Army are broken.

Sorry I just saw this. I have a saved file from that game, but I don't think I have a save file from before that happened. I will upload my file at the upload site and reference it back to this thread.
