Mouse Pointer Flickering

During one of my recent games, my in-game mouse pointer began to flicker around. At first I didn't mind, but then during combat, the flickering resulted in my viewpoint jumping and stopping, it's a little bit of a nuisance at the moment.

Would it be something internal in the game or external like due to my mouse driver?

The only time that ever happens to me is when another program(or one of those annoying bubble things) opens in the background by itself you could see if that's what it is.
