As far as I know, no it cannot. There are however mods for that I believe.

I can tell you how to change the bow though. Just go to your itemkinds1.txt file and search for practice bow. You can simply change it by copy-pasting another weapon above the lines of the item. Same for practise arrows. Just make sure you don't change the ID. So keep the ID and change all the rest. Then you'll just get another item instead of a bow. Remember to back up the itemskind1.txt file
