Usually gamers with a little knowhow who get together to make alterations or add to an existing game, the final product is a mod, modifictation mod, same thing
Yea, it depends if you are making a mod which makes you uber with wicked stuff, or just adding or altering the game to make it better or suited to someone elses taste or something similar.....
you kind of change the story and the graphics of the game but the overall game play is the same. say that mount and blade is a game in medieval setting, modders change the looks of the game so it looks like it is roman age with proper equipment ( with modelling programs sucj as 3d max you change the looks of the shields and armor etc)
edit: Okay I changed my about the resemblance of modding to cheats, with the right perspective they can be like cheating
like if you wanted to make a gangsta mod, you would modify the bow and make it look like a gun, then change the arrows to look like bullets, then increase the firing rate.
