I can't speak for first person, but in third person the zoom function just puts the camera over your head. I do find having the zoom distance based on your spot skill to be an interesting idea, though. However, this would make spot a very important skill for archers, who are already probably putting points into power draw and mounted archery, which require strength and dexterity, and the Leadership is extremely important for any player. If the spot skill were to be given such importance, archers would have to spread their stats to thinly.
Maybe this problem could be remedied if less emphasis was given to the change in vision range. Like, at spot 0, the zoom is near what it is now, and each skill in spot increases zoom range by something like 5%, to keep spot from getting too overpowered.
